If Obama went after Bush & congress (D&R) who knew\ordered torture would healthcare reform suffer?

If Obama went after Bush & congress (D&R) who knew\ordered torture would healthcare reform suffer?
IMHO if Obama went after them 1st then yes it would suffer, it makes more sense to get what you want out of people BEFORE persecuting them no?

Thx in advance for your input

BTW: I've said it before, if Obama goes after the Bush admin he'd also have to go after about a good 20 dems in congress who knew and said little if anything about it.
