What is this story about Nancy Pelosi and a "wind fall tax on retirement..."

I just got this in my email from my rwing brother-in-law and this is the first I've heard of this. I'm doing some searching, but if anyone knows what the hell he is talking about, please give me the source, so I can respond to his crap. :argh:
