1. SO's sister got caught up in the scam and got played badly

she bought into the ideal that it would save her 100"s as it turned out it cost her more to get out of the scam. I have been warning elderly family and friends to beware and refuse to show or sign anything. SO's step dad thought he was signing a waver and instead he signed onto the plan, he was taken off without a hitch as he isn't mentally capable to sign for stuff like this. Grand Rapids Mi was supposedly going to investigate it but so far nothing.

2. How long has this been going on?

I only heard about it today with this thread.

4. It started a year ago after gas prices increased to over $3.50 a gallon

at least as far as I know from personal experience. It could have started before then, but I started hearing about it at that time. They hit elderly and low income folks who were afraid of natural gas prices climbing as high as gasoline prices.
