Norton did allow, however, that the embassy on the staff level had discussed multiple issues, including NAFTA, with the Obama and Hillary campaigns at various times, and had urged them to look at NAFTA in a positive light. And very SHORTLY thereafter:

ABC News' Jennifer Parker spoke to Goolsbee, a University of Chicago economics professor, Thursday who would not confirm or deny that he had a conversation with Georges Rioux, the Canadian Consulate General in Chicago. Rioux, in meetings this week in Ottawa, would also neither confirm nor deny any conversation took place. Both men did say that they know each other.
And from the same TPM website where your FEB link came from, several months later:

Now that the Dem primary is officially over, it's safe for the Obama campaign to let economics adviser Austan Goolsbee (remember NAFTA-gate?) start publicly making the case for Obama's economic policies. And if you click the link on the June TPM cite, you come to another damning Goolsbee reference from the same website yet again, that post-dates the source that you provided. It looks like there WAS something, be it a memo, a meeting, or what have you. My understanding is that the memo (documenting a meeting) came from the CANADIANS--the information about Obama's intent came from that meeting...with Goolsbee.

Goolsbee Tale Becomes An International Incident, Incites Verbal Brawl In Canadian Parliament!
By Greg Sargent - March 3, 2008, 4:48PM
Who ever thought someone named Goolsbee could incite an international incident? The Obama campaign, working overtime to minimize the damage from the latest turn in the Goolsbee saga, is sending around this video of the Canadian Parliament arguing over the story...
Meanwhile, the messaging coming out of the Obama camp on this doesn't appear to be impeccable. Here, for instance, is leading Obama surrogate Dick Durbin still asserting that no meeting took place, though it's now conceded that a meeting did in fact happen...Bottom line: something happened. If you don't like "memo guy," we can call him the "NAFTA guy."
Who cares, though? It's all water under the bridge.
