If someone had peripheral knowledge of Al Qaeda why would they turn themself in or offer information

if they knew the people they were trying to help had a history of "disappearing", threatening and torturing people and that they would probably torture you too, just to make sure you weren't holding anything back?

How does torture promote voluntary co-operation from unknown people with helpful information?

1. Talking to cops is the last thing I would ever do....
Possibly I would print something out at the library and drop it off somewhere they'd find it (with gloves on), or something like that.
