President Barack Obama arrives alongside the 2009 National Teacher of the Year Tony Mullen and Secretary of Education Arne Duncan for a ceremony in the Rose Garden at the White House

President Barack Obama has announced that a former New York police officer is the nation's top teacher.

Obama on Tuesday said special education teacher Anthony Mullen of Greenwich, Conn., is the Teacher of the Year.

Obama introduced Mullen in the White House Rose Garden. He said the nation doesn't do enough to honor its teachers, who go to work for so much more than a paycheck.

Obama said his administration stands with those educators because the greatest barometer for success is a student's educational background.

Mullen earned his master's degree in 2001 and retired as a captain with the New York City Police Department. He now teaches at the Arch School in Greenwich.
