It's wasn't him who stalled the process in Congress---Congress itself shut him down. If Congress holds him up there is nothing he can do except ask to move up the process which they could continue to stall if they want. Let's get that a bit clear. Note that Obama still has 9 people who the Republicans have managed to halt from clearing to work in the WH.
