3. Good point. Next in seniority would be Akaka, but he chairs veteran's affairs...
and then comes Tom Carper. I don't think he chairs a major committee? (please correct me if I'm wrong.)

4. Carper chairs the Subcommittee on Clean Air and Nuclear Safety
He's an interesting person in line for seniority there. What would he be willing to trade (or cede) votes for in furtherance of the President's legislative agenda?

5. I believe Carper's already on board with the opt-out PO proposed by Reid.
But, of course, there's other legislative battles to consider.
