Tim Walz (D-MN) implied that he was going to cast his Super Delegate vote for whichever Democratic presidential nominee got the votes of more ordinary Minnesotans.
For him to decide that way is to protest the idea that Democratic elected officials should have votes which count for more than the rest of us (the Super Delegate system.)
