Lt. Gov. Andre Bauer has compared giving people government assistance to "feeding stray animals."
He's running for Governor this year:

Lt. Gov. Andre Bauer: "My grandmother was not a highly educated woman, but she told me as a
small child to quit feeding stray animals. You know why? Because they
breed. You're facilitating the problem if you give an animal or a
person ample food supply. They will reproduce, especially ones that
don't think too much further..."

5. logical move
Barrett and McMaster have been catering to the right wing of the party with every remark, so it makes sense that Bauer would come out with something like this. I don't think it was in any was unintended; he wanted the 'base' to hear that.
