5. Back at you.
Interesting question at another training session tonight. Someone there was insisting that anyone at the caucus could demand a "roll call" at any time and, if someone had signed in then had to leave for some reason, they would be stricken from the rolls. I am not aware of any authority for that. Is there any?

What good would a roll call motion do?

This is why it is important to have good sign-in procedures and for both sides to understand the process, and know at least the basic Roberts Rule of Order. In our PCT, I met with our PCT chair who is a Hillary supporter. We have done a lot of preparation for our caucus, going over our ground rules and making sure everyone feels the process will be fair and transparent. We agreed that at every sign-in table we have there will be both an Obama and a Clinton person to verify every person and their sign-in. If both camps are satisfied with the sign-in process and verification, what's the point of a roll call motion?

You do not need to be present to vote once you sign in. Only the remaining people who stay after the sign in and allocation to the candidates is calculated, will actually be voting. Of course we want people to stay if they can, but we can not force anyone to stay. The delegate apportionment is based on the sign in sheets, so what good is a roll call motion - other than to be disruptive. A person who has signed in and been accepted by the convention can not be stricken from the rolls, once they leave. Now it's true they won't be there to vote but that's not the same thing as being stricken from the rolls. Their voting preference for a presidential candidate counts. That is the most important vote of the night.

I think people might be concerned about sign-in sheet stuffing so to speak - but again with good sign in procedures where each campaign has a representative present at those sign in tables, it's not going to be possible.

I am taking a slightly different tack (as recommended by our party chair). I will bring everyone into the room first (no sign in), call the meeting to order. Introduce myself, appoint the temporary secretary, then have sign in.

8. I wonder if that person is thinking of the "quorum" provision in Robert's Rules.
When you're having county executive committee meetings and other things like that, you have to have a quorum (some majority) of the members present to do business.

But that makes absolutely no sense in the context of this meeting. How can you have a quorum when the deliberating body is basically "whoever shows up." There is no provision in the meeting minutes for determining a quorum either.

I think that person was just confused. Anybody can leave at any time, and you don't get to mark them off the list. I've been to the training three times and never heard anything like that.
