Making legal proceedings expensive was one more way to prevent blacks and poor whites from seeking justice against white landowners in court. I can see why there would be some cost to cover reproduction, but it should be nominal. The cost of actually producing the transcript should be borne by the court, since it is in fulfillment of the court's responsibility to make the proceedings part of the public record whether the defendant wants a copy or not.

If there's some aspect of this I've severely misunderstood, please clarify for me.
