I just received this in an e-mail from an election activist.
So I complided a quick intro, a bit of work so I am posting it here too.

Joe did some of the first work on Cuyahoga County. He made the Cuyahoga data available online to everyone else. He is the person who alerted everyone else to the irregularity patterns, to the best of my knowledge. He also added the latitude and longitude of each precinct to the data, enabling a demographic analysis of the county, and illustrating how the irregularities were concentrated in areas with minority voters.

He posted on Democratic Underground as jmknapp.

In the Ohio ballot orders, candidate rotation was not linked to party for ballot measures and judges. So, vote-switching has the opposite effect in some precincts, meaning a Kerry-Bush vote switch might produce a right-left switch down ticket:
