The Council's plan would allow all workers to designate who their benefits would go to and would replace the mayor's executive order.
In a scathing three-page letter Anderson said the council version was "blatantly discriminatory" because it fails to specifically recognize same-sex families.
It is expected that despite the mayor's objections the council will override Anderson's veto and enact its version.
