And if it can, does anyone know any good recopies?

1. Fish cooks in minutes
so why would anyone want to use a slow cooker?

The only thing I can come up with is a slow cooked Creole sauce that you'd add fish and shellfish to a few minutes before eating.

Or maybe something gelatinous like shark's fin might benefit.

Other than that, slow cooked fish = tasteless mush.

3. Then what you'd want to slow cook is heads, fins, bones
shrimp shells, and other tough waste, then strain the soup and add the fish to it to cook quickly at the end.

That would work nicely.

4. Some things don't work well in a slow cooker
Fish and many vegetables take on a nasty, stale, overcooked flavour and smell.

If you can afford it, try it out for yourself - slow cooker fish vs cooked for a short time at a high-ish temperature, you'll see what I mean.
