Fix this insurance mess

Anyone who has worked in government long enough has come across rules and policies noteworthy only for being devoid of common sense.

Case in point: How Tricare deals with veterans whose disabilities make them eligible for Medicare.

Ryan Kules, a former Army captain, lost most of an arm and a leg to a roadside bomb in Iraq in 2005. When the 100 percent disabled, medically retired veteran went to fill a prescription recently, he learned from the pharmacist that Tricare had canceled his health coverage.

Why? Because as a military retiree under 65, Kules was eligible for Medicare — but because he failed to enroll in Medicare Part B, Tricare canceled his coverage.

Kules had received a notice telling him he had to decide whether to enroll in Medicare Part B. But not once did it say that failure to sign up would render him ineligible for Tricare.
