End stop-loss pay delayCongress and President George W. Bush in September signed off on a special monthly pay of up to $500 for stop-lossed soldiers.
The program is good only for the fiscal year that started in October.
There are about 13,000 active, Guard and reserve soldiers who would qualify right now.
The Army was to work out the details of implementing the program. But now nearly half the fiscal year is gone and the Army has yet to cut the first check.
Army officials declined to discuss details of what’s happening, other than to note that a plan could be finished soon.
