Army delays rollout of joint-service HR system

The Army’s implementation of the Defense Integrated Human Resources Management System, a Web-based, joint-service system for managing pay and personnel actions, has been pushed back to Oct. 1, 2008, two months later than previously planned.

The delay is necessary “to capture additional pay-related information that is necessary to ensure the timeliness and accuracy of pay upon implementation,” Lt. Col. Kevin Curry, spokesman for Army DIHRMS, said.

A key feature of the system will be the use of electronic workflow and digital signatures, like procedures recently introduced for the preparation and submission of officer and noncommissioned officer evaluation reports, and the new self-service worksheet for promotions to sergeant and staff sergeant.

The system will allow the Army to maintain a common human resources data base for Regular Army, National Guard and Army Reserve soldiers.

Mandated by Congress in 1999, DIHRMS is built around commercial software that can manage multiple records for various human resources actions involving pay, personnel management and professional development matters.
