"Kerry and Sen. Gordon Smith (R-Ore.) are backing a proposal that would bring an additional $10 billion in funding to state and local government through mortgage revenue bonds.

The plan is included in the Senate's Housing bill and could help finance an additional 80,000 home loans. The money would be used to help borrowers to both refinance subprime loans and purchase new homes."
