FOLEY ANNOUNCES BILL TO BAN SO-CALLED “CHILD MODELING” WEB SITES

WASHINGTON May 7
Congressman Mark Foley (FL-16), Co-Chairman of the Congressional Missing and Exploited Children’s Caucus, today announced he is introducing a bill to ban so-called online “child modeling” web sites.

“These web sites are nothing more than a fix for pedophiles,” Foley said. “They don’t sell products, they don’t sell services – all they serve are young children on a platter for America’s most depraved. These sites sell child erotica and they must be banned immediately.”

Foley, who helped introduce legislation last week reaffirming the 1996 ban on "virtual" child pornography, said "child modeling" web sites that exploit children as young as four, five and six years old, cause immense psychological damage to the children and also put them in physical danger when contact is made with the people who visit their sites.

Contact is made, Foley said, when pedophiles who pay to see photos and video clips of the children in sexually suggestive poses send the children provocative clothing and bathing suits to “model” and converse with them via email. In more extreme cases, “parties” have been held in hotel rooms where the pedophiles can meet the young children they have been paying to view online face to face.
Specifically, this legislation, that will be co-introduced by Rep. Nick Lampson (D-TX), will ban all web sites that charge fees to view models 16 years of age and under that do not promote products or services beyond the child. “If a child is modeling for Gap or Gucci, it’s legal. If the site is selling nothing else than the child via photos or video clips, it’s illegal,” Foley said.
The legislation will be addressed under Title 18 of the Criminal Code as well as the Fair Labor and Standards Act.

Copies of the legislation will be made available when the bill is introduced.

5. I'm sure the FBI will find the evidence that he did "due diligence"
in researching these sorts of sites - right there on his computer.

Had to do research for the legislation. Right.

6. I've learned a lot about pedophiles...

...from my own therapist. I'm a survivor, and my therapist also treats pedophiles. He
leads support groups for men who have been convicted of sexually abusing minors.

In an effort to understand the motivations of my own perpetrator, my therapist
has told me that there are many common themes with sexual predators. One of
them is that they all have a very solid, almost-impenetrable denial system that
often is fed by involvement in activities that feed that denial.

The common themes that I hear--are pedophiles who work with children who have
been sexually abused. They often champion causes that seek to protect children.
Also, many of them are very involved in their churches and often hold leadership
positions in churches.

If you prey on children or teenagers--you need to discombobulate your mind--to prevent
yourself from coming to pieces. They need to build that wall of denial--which
protects themselves from the truth about their behavior. Getting involved with religious
causes and organizations that protect children--satiates the need to build that denial.

The vast majority of those who prey on minors (young children and teenagers) do not
believe that they are child molesters. They assert that they actually love children.
They balk at high-profile predators who harm children. They actually believe that
they are doing these minors a favor--and they also believe that these minors enjoy
the abuse--and that it is consensual. They truly believe these things.

My therapist says it takes years to unravel such twisted thinking.

I've seen the devastation it creates too. I've met hundreds of survivors. The ones who have
confronted their abusers are often met with indignation that the survivor would call what
happened "abuse." It's rare for an abuser to admit that abuse happened, but the few who do
admit wrongdoing---almost always blame the child (to the child's face) and insist that the
abuse never hurt the child and was mutual.

Right now, Foley's denial system is being imploded. It will be interesting to see how
he handles all of this. Usually, these perps have loads of time to unravel their denial.
Not in Foley's case.

Foley exhibits classic 'cover' traits of a sexual predator.

7. he was projecting his own weaknesses into legislation
Very much a GOP trait.

He discussed "woodies" and towels with a 16 year old, and now there are at least 5 other boy teens he got lewd with.
