4. He's trying to defend 'offshoring'.
Which is a bit of a pity; if one didn't take offshoring into account, everything going on points to isolationism and protectionism. Ironically the two things that they don't want to apply to offshoring for some reason; or is the economy not related to national security, which seems a bit odd but what would I know? (so as bad as it seems now, maybe there's a better reason down the road, though the pessimist in me doubts it...)
