Schwarzenegger issues "emergency" prison order Thu Oct 5, 12:54 AM ET
LOS ANGELES (Reuters) - Gov. Arnold Schwarzenegger issued an "emergency proclamation" on Wednesday over California's overcrowded prisons, a move that will allow officials to temporarily house inmates in other states. Schwarzenegger cited severe overcrowding at 29 of the state's 33 prisons in making the proclamation, saying that according to corrections officials California will run out of bed space for its inmates as early as June 2007.
"Our prisons are now beyond maximum capacity and we must act immediately and aggressively to resolve this issue," Schwarzenegger said in a written statement.
"I've ordered the Department of Corrections and Rehabilitation to begin contracting with facilities in other states to transfer inmates to available beds outside of California," he said. "These actions are necessary to protect the safety and well being of the officers, inmates and the public."Schwarzenegger included proposals for new prisons earlier this year as part of a legislative package but they were not approved by the state legislature. According to the governor's office, corrections officials were studying prison facilities in nine states to determine if they could be used to house California inmates.
