Under Clinton, both N.Korea and Iraq were contained. N. Korea began
their active pursuit of nuke weapons because of this administrations foreign policy actions and threats of regime change. They are taking their cues from Iraq.

There is also the march of time. Things change. One thing that did change was our Foreign Policy or lack of any policy. I agree that it's over 90% Mr. Bush's doing, but some of it can be attributed to other things. A leader with a wild hair up their ### or regional issues, nationalism, etc. Like everything else there rarely is just one answer.
