Scant resources, poor training and staff burnout are frustrating the military's efforts to treat mental illness just as troops and their families need such services the most.

That was just a sliver of the sobering testimony given yesterday to the Pentagon's Task Force on Mental Health, which began two days of public hearings in San Diego to gather information for a report due to Congress next year.

The panel was formed in late spring at the urgings of Sens. Joe the Replug Lieberman and Barbra Boxer, after the San Diego Union-Tribunepublished stories detailing serious mental health issues among Marines at Camp Pendleton and service members nationwide.
