He was trying to ask Allen if he spit on his first wife, a rumor that possibly explains why his divorce records are sealed. It wouldn't be too much of a stretch coming from a man who once spit on a female reporter:

George Allen is an utter piece of shit. He's a racist scumbag woman-abuser (his own sister claim he abused she and their siblings) who never should have been elected to office in the first place, and I will celebrate his ass getting kicked to the curb next Tuesday.
