shouldn't the real talking point be
BUSH is too stupid to realize Kerry was making fun of him. I mean the context of the joke is pretty clear who was the target of Kerry's joke. That Bush doesn't get it makes the joke even funnier!

2. Actually I interpret it to mean
If you don't do your homework, don't get educated, and remain intellectually undeveloped you tend to vote for Republicans, who then get you stuck in Iraq.
