The Bush administration has spent nearly two months defending the program as a vital national-security tool to stop terrorists. But even before the Judiciary Committee hearing began, Democrats accused the administration of depriving Congress of essential information about the program.

Suggesting that Republicans also may have tough questions about the program, Senate Judiciary Committee Chairman Arlen Specter, R-Pa., said that Attorney General Alberto Gonzales' legal explanations to date "strained and unrealistic."
