Homeland Security Contracts for Vast New Detention Camps

The contract {for $385 million to Halliburton subsidiary KBR} -- announced Jan. 24 by the engineering and construction firm KBR -- calls for preparing for "an emergency influx of immigrants, or to support the rapid development of new programs" in the event of other emergencies, such as "a natural disaster." The release offered no details about where Halliburton was to build these facilities, or when. <snip>

"Almost certainly this is preparation for a roundup after the next 9/11 for Mid-Easterners, Muslims and possibly dissenters," says Daniel Ellsberg, a former military analyst who in 1971 released the Pentagon Papers, the U.S. military's account of its activities in Vietnam. "They've already done this on a smaller scale, with the 'special registration' detentions of immigrant men from Muslim countries, and with Guantanamo." <snip>

The NORTHCOM commander, Defense Secretary Donald Rumsfeld announced, is responsible for "homeland defense and also serves as head of the North American Aerospace Defense Command (NORAD).... He will command U.S. forces that operate within the United States in support of civil authorities. The command will provide civil support not only in response to attacks, but for natural disasters." <snip>

Then in response to Hurricane Katrina in Sept. 2005, according to the Washington Post, White House senior adviser Karl Rove told the governor of Louisiana, Kathleen Babineaux Blanco, that she should explore legal options to impose martial law "or as close as we can get." The White House tried vigorously, but ultimately failed, to compel Gov. Blanco to yield control of the state National Guard. <snip>

KBR Awarded US Department of Homeland Security Contingency Support Project for Emergency Support Services

Arlingon, Va.- KBR announced today that the Department of Homeland Security's (DHS) U.S. Immigration and Customs Enforcement (ICE) component has awarded KBR an Indefinite Delivery/Indefinite Quantity (IDIQ) contingency contract to support ICE facilities in the event of an emergency. KBR is the engineering and construction subsidiary of Halliburton (NYSE:HAL). <snip>

"We are especially gratified to be awarded this contract because it builds on our extremely strong track record in the arena of emergency operations support," said Bruce Stanski, executive vice president, KBR Government and Infrastructure. "We look forward to continuing the good work we have been doing to support our customer whenever and wherever we are needed."

The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations (DRO) Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs. The contingency support contract provides for planning and, if required, initiation of specific engineering, construction and logistics support tasks to establish, operate and maintain one or more expansion facilities.
