Could Fitzgerald expand his investigation to Rove arm-twisting Senators?

This article paints a picture of a manacing Rove who threatens people that he doesn't like. This is not inconsistent with what he did to Valerie Plame, or tow John McCain and others. While Fitz may have trouble proving whether or not Rove intentionally leaked and said Plame's name (we know that he was involved, but this technicallity is what's keeping him from the big house so far!) I think he could use Rove's potential threatening of Senator's as building upon a history of behavoir on Rove's part.

Showing that Rove is capable of underhanded tactics? He'd have to bring in someone in as a Character Witness?

Although he has broad discretion I think the politics of arm twisting is outside his pursuit.
