Drain the country's coffers dry by spending way, way too much on defense, enrich your hoodlum buddies, keep the people down by making the cost of sustenance products(food, shelter, medicine, utilitities)eat up their paltry incomes, watch the infrastructure implode,and then be ready to parcel out the remnants of the country to the new oligarchy.
