When it was a question of "Was it Brown or Blanco," Brown's answer seems disinmgenuous. When it's a question of "Was it Brown, or the complex and stupid structure set up by Bush and Co.," Brown's answer seems more honest.

organization" plus Brownie:

1. Excuse for power grab so president can have National Guard and all power for "efficiency"
2. CYA for the people who are actually to blame: Chertoff & Bush at the top
3. Help make people forget that the National Response plan makes this all clear and gives all emergency power to Chertoff & Bush already
4. Help make people forget that Blanco released thousands of documents proving that Bush blackmailed her, trying to grab National Guard and stonewalling aid

bluntly observes a twin spin away from the WH. The Dems go soft on Brown in some feeble suggestion responsibility led elsewhere, accepting Brown incredibly bad memory and incredible command of "context" arguments. Then weirdly indeed, the GOP trashes Brown directly with nothing leading anywhere else, leading Brown to fiercely attack them.

Now Brown feels at ease with the Dems and confident he can browbeat the GOP by leaning on the WH they won't involve. One, just ONE smart interrogator could sink this guy. But it looks like a dumb cop, bad cop routine and Brown is on the same secret payroll as the bad cop.

Is he allowed to get away with murder? Yes. Is he being set up for a trap? Maybe personally, but I think it all will boil down, at the very least, for never having to touch the WH thanks to Lieberman's letting him off so easy on incredibly blatant whoppers, handoffs, hotheaded self defense, blaming others, excuses galore.

Those expecting the roof to blow off need to look at the kind of questioning that skirts around this bungling sham of an administrator.

92. I do believe this will ultimately come to the neocons calling for MILITARY
intervention directly under Bush's orders for all domestic "emergencies," all hail to the dictator. Blame poor interagency communication, rivalry, organization - ignoring the existing clear National Reponse Plan which ALREADY gives these emergency powers to Bush and then CHertoff (NOT Brown) - and say that making it all military from the first will fix everything, and of course the Prez will know when/where to give the orders.

Brown is telling them the departments were dysfunctional *because* everything came back to the White House. That is, he didn't go directly to Chertoff because Chertoff would have had to gain approval from the White House before sending out the troops -- which is why he went directly to the White House staff.

At least it's a legit question, unlike Coleman's obvious attack dog role.

But now, Bennett is second-guessing Brown re. not contacting Chertoff. But Brown says it would not have been effective and it was more appropriate to contact the WH. "That's what we did in Florida."
