00:00:00 - Cheney Shoots Mr. Whittington from 30 yards away.
00:00:05 - All hunters in party gather around Mr. Whittington.
00:02:00 - 2 minutes later, all panic has subsided, first aid has been rendered at the scene, call goes out for help
00:12:00 - 10 minutes later, help arrives, Mr. Whittington taken away in Cheney's personal on-site ambulance
00:12:01 - ?
??:??:?? - Sherriff has been notified by (??), shows up, is refused access to Cheney.
22:00:00 - Katharine Armstrong calls local media to report incident.

What happened during those 22 hours?

1) NOTHING MEDICAL WAS BEING DONE BY CHENEY OR ARMSTRONG - WHITTINGTON WAS GONE ALREADY, IN AMBULANCE, TO HOSPITAL.
2) Field Communication (cell phones, radios, etc) were with Cheney AT ALL TIMES, as per SOP for Secret Service.
3) The Hospital WILL have a record of WHEN Whittington arrived - CHECK HOSPITAL CHECK IN TIME FOR WHITTINGTON, interview staff
4) The Call to the Sheriff will be logged, GET THIS INFO.
5) The Sherriff's report will be FILED, GET THIS INFO.
6) Standard TOX SCREEN will be performed on Whittington, GET THIS INFO.

It is COMPLETE BULLSHIT that it took 22 hours for Cheney to notify anyone that he shot Whittington.
It is COMPLETE BULLSHIT that the WH didn't know for several hours.
