Positioning-Reps versus Dems on the spy program-Reps against Dems For?

Just occurred to me that twice yesterday I heard Republicans blast the value of the spy program, including Hoekstra on MTP. On the other hand, Dems have been painted in the last few days as being FOR the program. ... Not only is this not accurate, but it's interesting that it seems like a deliberate effort to get ahead on an issue that the public doesn't like, even if the reasons for being against it are not traditional civil liberties reasons (ie, Hoekstra said that the program lost value because now the terrorists know about it).
