2. I agree with both of those scenarios PLUS waiting til the alcohol
had left Cheney's system. I imagine too they had to wait til Whittington was able to receive visitors in order to get him advised of the "true" story.

Ron Reagan's candor is refreshing. He's one of the few that will still speak their minds.

I'm sure the sobriety factor was an issue as well.
