Any Texans know what law Cheney broke? (P&W Code 43.652)

What is "P&W Code 43.652?" I assume it has something to do with not having had the proper hunter safety training, since neither Cheney nor Whittington was certified.

What is the law, and what is the punishment for breaking it?

1. Yes. He didn't have the required bird stamp on his license.
I read that Cheney was charged the $7.00 for it, but no fine was imposed.

8. Seems to me he should have also had #461
461 -- Texas Big Time Bird Hunt -- $10.00.

And the ranch should be cited for not having #148 -- Alligator Import Permit ($100.00) -- when they found out that DUCK! was coming to town.

That's the Parks & Wildlife Dept. law # that requires the bird stamp.
