Harvard study blasts education policy

President George W. Bush's No Child Left Behind education policy has in some cases benefited white middle-class children over blacks and other minorities in poorer regions, a Harvard University study showed on Tuesday.

Political compromises forged between some states and the federal government have allowed schools in some predominantly white districts to dodge penalties faced by regions with larger ethnic minority populations, the study said.

But instead of uniform standards, the policy has allowed various states to negotiate treaties and bargains to reduce the number of schools and districts identified as failing, said the study by Harvard University's Civil Rights Project.

Forty-nine states have taken some action to amend the law or been granted waivers to provisions in No Child Left Behind, the study said. "The problem with this approach is that it does not affect all schools equally," said Sunderman. "No two states are now subject to the same requirements."

1. Surprise, surprise...
No Child Left Behind doesn't give schools what they need to get children to perform better, but slaps the requirements on them anyway, all the while diverting resources to charter schools and vouchers to attend church-affiliated schools. This was all by design.

That had to be the intention. You don't think they want school vouchers, mandatory testing, or any other of their pet policies to benefit the poor or minorities, do you? Katrina is such a classic example with millions, billions?, spent to buy trailer homes that are now deemed unsafe for flood zones. Remove payments to hotels for storm refugees and report fraud to imply justification. Bogus reports of looting and shooting at helicopters used as excuse to not rescue survivors.

Living in a neighborhood with a high percentage of low-income and immigrant students, the NCLB had an immediate impact on local schools. Teaching emphasis immediately changed to test preparation. Schools in wealthier neighborhoods within our district have bake sales, auctions, strong PTAs, all the things that allow them to supplement learning programs. Working poor and non-English speakers have less resources to contribute to their children's education.

NCLB will eventually be used to justify vouchers when no school meets standards.
