7. I took it as a bit of sarcasm.

Tweety was giving that cross-eyed idiot a pretty hard time, and didn't seem to buy his line about the shooting being a private matter that VP Fudd didn't have any obligation to tell anybody about. He might have been trying to suggest that Christie is an extreme partisan. With Tweety, it's hard to say.
