Was UAE on the "invasion list"???

Okay, all you people who "remember where things are out there," I have a question.

Back in the early aftermath of the Iraq Debacle, there was a second plan that announced a separate list of countries than the Axis of Evil. In fact, it may have been a plan drawn up by Powell's State Department or the military generals. I can't remember. Anyway, I do think I recall that, after Afghanistan, they said that to go after terrorism militarily, Iraq wouldn't have been their next choice. I believe that on this particular list, Yemen was the top mark for invasion (though I could be wrong).

So, my question is: What was this alternative invasion list, and was the United Arab Emirates" on it?

1. I don't think so - Syria and Cuba were added

I could be wrong though.
