There are only two possibilities now.

1. Bush really had no idea about this port deal. He's telling the truth.

2. The admin is saying he didn't know about it, even after going on national TV to defend it, and now they'll be able to distance him from the decision while saying this is the sole isolated example of how his masterful presidency-by-delegation system fell short, and they'll hang some low-level staffer out to dry.
