The FEDERAL definition of "minor" is anyone under the age of 18, and that's what I was referring to as being unique. Running a commercial showing two 16 year olds masturbating on Boston television might actually be legal in that state, but everyone involved in its production and distribution should expect to spend some time in federal prisons afterward.

There were some major extremes in the Netherlands during the Protestant Reformation, and well in to the 20th century, the country was pretty conservative. Where they differ is that the Dutch have also maintained a very strong sense of personal privacy and "as long as it doesn't affect me, I can't really complain." It has only been in the last 40 years or so that laws have caught up with longstanding attitudes towards drugs and sex.
