Forget "rule of Law".......let's go for "rule of Reason".
We should have rejected "rule of Law" after the Clinton impeachment with all of the repukes screaming for rule of Law. It should have tipped us off that what they mean by the phrase is not what we mean as Liberals. The law has become a way for the rich and powerful to keep everyone else under their thumbs. This has often been the case down through the ages. If a Law is not reasonable it should be changed. If the power structure will not allow a democratic change then they are violating the "law" of Reason.

Most of the time we need to follow the law. Reason must be followed to permit a true flowering of culture. Sometimes we need to veer from the law, as Reason dictates, to offer mercy, pardon, forgiveness, etc. Law is being used to tilt the playing field. Our nation is prone to this because of the occasional taking of power by the corrupt, greedy, rich class. What will come? I don't know but give me Reason with my Liberty. Law is a stone cold mistress.
