Did Bush REALLY NOT Know about Port Deal BEFOREHAND?

It looks here below like "the President or his designee" was legally supposed to be notified BEFORE the deal was approved. BEFORE THE REVIEW PROCESS EVEN TOOK PLACE. Was nobody notified at WH or do we just not yet know who it was who WAS notified?...

4th paragrapg from top...

"To assist in making this determination, Exon-Florio provides for the President or his designee to receive written notice of an acquisition, merger or takeover of a U.S. corporation by a foreign entity. Once CFIUS has received a complete notification, it begins a thorough review of the notified transaction. In some cases, it is necessary to undertake an extended review or "investigation." An investigation, if necessary, must begin no later than 30 days after receipt of a notice. Any investigation is required to end within 45 days."

1. Am I reading this wrong?
If not, either nobody at WH was notified (as they were legally
supposed to be) or Bush/WH is lying.

2. If Bush says he had no part in the port deal...
then what is he doing as the president of the usa...he didnt know this was happening...he had no part in it...welllllllll...........shit...it must be the least of what we ask of the president of our usa that he at least know what is happening in the usa..what the fuck!!!!!

8. The veto remark was made AFTER he was notified of deal.
My post notes that he "or his designee" was required to be notified before the deal and BEFORE THE REVIEW PROCESS even started.

7. WHO was notified at WH if Bush wasn't?
The law says somebody there had to be notified BEFORE THE REVIEW PROCESS EVEN BEGAN. This seems important as hell to me if Bush's main defense turns out to be that he didn't know. SOMEBODY WAS NOTIFIED. If not Bush, then WHO WAS HIS DESIGNEE?
