If Bush is impeached, the succession is Cheney, Dennis Hastert, Sen. Ted Stevens of Alaska, (the current president pro tempore of the senate), Condi, Rumsfeld, and on through Bush's crony cabinet.
To break their illegal hold on power (through stolen elections) they can be charged with crimes against humanity.
After WWII, we and our allies established the principle for crimes against humanity which states:
"Crimes against humanity: murder, extermination, enslavement, deportation, and other inhumane acts committed against civilian populations, before or during the war; or persecutions on political, racial or religious grounds in execution of or in connection with any crime within the jurisdiction of the Tribunal, whether or not in violation of the domestic law of the country where perpetrated."

It extended to judges, businessmen and others who aided and abetted the "inhumane acts against civilians." -- crimes that are presently being committed in Iraq, Gitmo, Abu Ghraib, and many other places whose names we don't even know.
I'm not a lawyer, so there are probably legal flaws in this suggestion. But as radical as this solution may sound, Germany has been one of the world's leading democracies since the Nuremberg trials.
The biggest problem with this, however, is how could we pull it off.
