Pembroke-based East Coast Utilities Construction is facing a proposed $76,500 in fines from the Occupational Safety and Health Administration for an alleged unprotected excavation in Hillsborough last summer.

Federal inspectors on July 23 found employees working in an excavation up to 11 feet, 6 inches deep with inadequate protection against a potential collapse, OSHA said.

"We are reviewing the allegations," said Pete Nostrand, division manager for East Coast Utilities Construction.

"I will say we spend a great deal of time on and emphasis on worker safety, and we do have a formal safety training program," he said.

Noting the alleged incident took place over six months ago, he said the OSHA citation was a surprise.

East Coast Utilities, which is a division of RH White, has 15 days to respond.

1. This is the third OSHA story you posted, if I'm counting right,
and it seems like the department is doing its job. Last year, Bush signed one of his presidential directives:

President Bush has signed a directive that gives the White House much greater control over the rules and policy statements that the government develops to protect public health, safety, the environment, civil rights and privacy.

So, I naturally assumed he only made the departments more beholden to industry.
