3. There should be clauses in federal contracts that require recipients to pay all U.S. taxes in full.

They should just lop the tax obligation right off the top before they receive their first contract dollar. (Of course if it were up to me, Halliburton wouldn't get anything. The crooks.) That's a travesty. Billions in federal contracts. Many unbid. And they avoid paying U.S. taxes because they deliberately structure themselves in foreign countries to avoid the taxes.
