... Sterling Heights PD. He had been drinking at a wedding and showed up at the Detroit newspapers printing plant that evening.

Seems that the papers had been donating money to the City of Sterling Heights to defray some of the costs of policing the strike.

The captain was just making sure the papers got their money's worth.
