Yeah, issa is one of the lowest of the bottom-feeders and I, too, won't forget what he did to Gray Davis. ASSHOLE. The only good thing about that sordid little episode was to see him cry like a tantrum-throwing two-year-old when his Grande Scheme to hijack the governorship here in California was derailed by Arnold. He'd put all his own money up and bankrolled the "petition drive" thinking it would all benefit him personally and he could steal Gray Davis's job. And then Arnold sidles up from the sidelines and steals it out from under him. And he WAAAAAAAAA-WAAAAAAAAA-WAAAAAAAA'ed like a spoiled little brat.

THAT was a MOST gratifying moment. The only bright spot in an otherwise grim time.

What a schmuck. A card-carrying, Ringling Brothers & Barnum & Bailey SCHMUCK. With tassles twirling.

55. Waxman knew the rules; Issa needed remind about "point of clarification for the record"
Here's what I think is the relevant section from Robert's Rules of Order, which is the basis for the House Rules.

For points of inquiry or information, answer the question, redirect it to the member who had the floor, or invite the membership to answer that question only. "Can anyone respond to Mr./Ms. Z's question regarding (such-and- such)?" Do not permit debate or extraneous information to enter into the response. Try to limit, or at least to moderate, requests for further clarifications, to prevent the issue from being muddled.
For a point of order, rule on it immediately, possibly seeking the counsel of others. If you are completely unsure, it is in order to put the member's point before the Society. The latter recourse is undebatable; restate the point, and ask for those in favor of the interpretation as expressed in the point of order, and for those opposed. A simple majority carries.


Issa (I - is a ass) raised a point of order, based on the Five Minute Rule (see below). Waxman said he was asking the Jerk Johnson for clarification - a Point of Inquiry - which apparently take precedence over the five minute rule, at the chair's discretion. From Rule 14 below: ". Until all such requests have been satisfied, the chairman shall, so far as practicable, recognize alternately" - Waxman was relying on the "so far as practicable" provision and the priority of a point of inquiry/clarification.

SO INDEED HE WAS FOLLOWING PROCEDURE CORRECTLY AND WITHIN HIS DISCRETION

Committee Rules and Jurisdiction

The Committee on Oversight and Government Reform is the main investigative committee in the U.S. House of Representatives. It has authority to investigate the subjects within the Committee’s legislative jurisdiction as well as “any matter” within the jurisdiction of the other standing House Committees.

Rule 14 -- Five-Minute Rule
(a) A Committee member may question a witness only when recognized by the chairman for that purpose. In accordance with House Rule XI, clause 2(j)(2), each Committee member may request up to five minutes to question a witness until each member who so desires has had such opportunity. Until all such requests have been satisfied, the chairman shall, so far as practicable, recognize alternately based on seniority of those majority and minority members present at the time the hearing was called to order and others based on their arrival at the hearing. After that, additional time may be extended at the direction of the chairman.

From Rules of the House

Sec. 6 . The Chairman's Role

The powers and duties of the full committee chairmen are derived
from custom and from the rules of the House. The chairman of a
committee:

<box> Presides over committee meetings. Manual Sec. 317.
<box> Administers oaths to witnesses in hearings in the committee or
delegates that authority. Manual Sec. 805; 2 USC Sec. 191. In
one instance, the chairman of an investigating committee
administered the oath to himself and testified. 3 Hinds
Sec. 1821.
<box> May punish breaches of order and decorum by censure and
exclusion from hearings. Manual Sec. 803.

More from the House rules:
(2)(A) Subject to subdivisions (B) and (C), each committee shall apply
the five-minute rule in the interrogation of witnesses in any hearing
until such time as each member of the committee who so desires has had
an opportunity to question each witness.

58. This was great and it is about time that the cronies are called out on their evasions
...to answer the questions and in particular Waxman was totally within his authority to get for the record the reason why the witness continued to use evasion. I wish Waxman had ordered the physical removal of that worm Rep. Issa who continually disrupts the flow of committee investigative purpose to get at the truth.

Rep. Henry Waxman banged the gavel a half dozen times to silence Rep. Darrell Issa Tuesday.

According to Dow Jones Newswire, the chairman of the House Oversight and Government Reform Committee then told the Vista Republican: "I will have you physcially removed from this meeting if you don't stop."

The confrontation came during a hearing in Washington when Environmental Protection Agency Administrator Stephen Johnson refused to say whether he had spoken to President Bush before deciding various environmental policies.

The Dow Jones dispatch said Issa kept interrupting Waxman, D-Los Angeles ....

Waxman was trying to make a point of order which is completely within his right as chairman of the committee. The EPA guy was refusing to answer the questions...something Republicans have always done when put under oath. The only ones ruining our country are those who think they can continually break our laws (in this case environmental laws) and never have to answer to anyone. Issa has been an ass on this committee for years and has continually helped Bush and those who've broken many laws to hide and obfuscate. This scene had nothing to do with "Dems attitude of victory at any cost" and everything to do with our total frustration at the republican party and their criminality. If you've been paying attention, (and I can see you have not) you too would be pissed and would completely identify and almost feel the frustrations vented via that poor little gavel. This bullshit with Issa has been happening since the Dems took control of that committee in 2006. And if you think that little scene was bad, you should have seen it under repub control. You'll have to cook up something else that proves the Dems have an attitude of victory at any cost. Sounds to me like good old repuke projecting. (Something else we've witnessed for the past several years.)

...I read this on the plane yesterday coming home from DC...and almost screamed out loud. Those fuckers won't allow ANYTHING to cut into their oil cronies profits--never mind if we all die and kill the planet in the process. I'm glad Waxman hauled Johnson's sycophantic ass in front of the committee immediately, but I wish he'd held him in contempt. This is a very serious issue, California needs to set environmental standards that the rest of the country will eventually follow. It's what we do best!

Suddenly he wasn't so smarmy and condescending. He actually seemed to become almost respectful.

Conservatives only respect force. They often say that about their enemies, but it's especially descriptive of themselves.
