"Vote Caging" happens when a political party sends out mail marked "Do not Forward" to specific registered voters for the purposes of challenging the validity of their voting status. The target is commonly populations of African-Americans who are more likely to vote Democrat. Caging is in violation of the Voting Rights Act, and the Republican National Committee signed a consent decree in 1982 agreeing not to ever again cage voters.

Attached to Tim Griffin's RNC emails are caging lists which include deployed African-American soldiers. There was a total of 50,000 Florida names on the email attachment lists that were later confirmed to have been illegally caged (invalidated), by the RNC. In his defense to the caging accusations, Tim Griffin responded by saying that "The Republican State Parties wanted to show that thousands of fraudulent voter registrations had been completed"

So it follows that the practice of "caging" was commonplace in many other states...and there would be more of an impetus by the RNC to make sure somebody was prosecuted for voter fraud so as to validate the RNC's nation wide vote caging scheme. The Federal Prosecutors who were not able to find grounds for prosecuting voter fraud were fired by the Justice Department on behalf of Karl Rove and the RNC.

All the Senators on the Judiciary know these facts. That is why there were no Republican Senators at the hearing besides Specter (Grassley was there for just a few questions before he left). I'm sure it was difficult for the remaining Democrats to watch this poor loyal Rove-bot lie in a desperate attempt to cover for her bosses.
