12. You're right. This is arguable...

He was parsing words in the beginning, essentially saying that it was NECESSARY to privatize SS for the benefit of younger workers. But he never went as far as saying he would endorse it. At the same time, however, he starts off in reply to the woman's question by saying "the second part is easier to answer than the first"... but what is he referring to? that it WILL or WON'T be a priority for him? Again, not answered until the second clip.
