This doesn't have anything to do with freedom of assembly or speech or protest, etc. It has to do with freedom to start a mob riot, which I don't think is, nor should be, one of our rights. I could be wrong though.

If police were primarily concerned with avoiding mob riots they wouldn't try to incite them to undermine protests.
